I think it was a mixture of both. Why he jogged up the stairs and fell THREE times (to Breitbarts detriment of only saying ONCE), could of been because of the wind. If you will notice, you will see the wind on that tarmac is enough to push the heavy coats around quit easily. This is baseline. The further you go up, the higher the wind will be. As we can see from the videos, it does not seem like a high wind volume was being thrown at the lower section of our resident. The high railways sent it straight to his upper body.
