I don’t think they are going to confiscate the guns. They will let everyone stockpile all the guns they want. The trick is to complete the communist takeover by degrees, without ever giving people anything to shoot at. This makes the guns irrelevant. Eventually the people are so beaten down and complacent (by degrees) that the guns are just these useless collector’s objects sitting on shelves. They might even be using guns, as a concept, to boil us longer than they might have been able to if we didn’t constantly have this line in the sand - “I will put up with this, and this, and this, and this, and this - but when they come for the guns, oh boy, then it’s on!”
