Article says that the original owner ripped out the sprinklers and lines they installed for the home.

That's destruction or private property. AT THE LEAST. You could clip him for that. At least get him a few days in county so that gives the new owners enough time to change the locks on his ass. Tenant or not, you can't damage the property.
