They're a step to something bigger, e.g. move up to store manager or get job experience for the next job. I was a stock-boy after school growing up and the pay was enough for comics, movies, extra things I wanted, and later on beer. The difficulty or skill required for a "job" dictates the pay, not the age or economic requirements of the person.
