If by "scanning the ballots" is meant allowing the genius having invented the QR code access to scanning them, since he stated that he can detect fake ones, then I am all for that being done. Otherwise, signature verifications are a must....and if Gavin Gruesome in California can demand signature verification for his recall, then Arizona can follow suit.
