Designed by the Tavistock Institute, Rockefeller Foundation and other such NGO thinktanks who spend their days dreaming up how to further enslave the masses with various mind control techniques developed by the CIA's Project Bluebird and MK-ULTRA programs, which were themselves inspired by the Soviets and CCP. The primary beneficiaries are the Venetian Black Nobility, the Vatican and international banking cartels all of whom constantly war with each other and non-compliant nation states in pursuit of Imperial Dominance. However, one thing they are united on is the domestication and total enslavement of the general public.
The main crux of the technique is to apply increasing amounts of psychological and physiological stress followed by periods of relief - this is why the case numbers keep going up and down and measures implemented accordingly. The numbers themselves are based on wildly inaccurate PCR tests meant for food inspection purposes NOT diagnostics. Through MK-ULTRA experiments it was learned that repeated cycles with increasing intensity would fragment the mind and make them suggestible to more extreme indoctrination. Likewise it was believed to be capable of manipulating society towards not only accepting fascism but fully embracing it without the need for overt military action.
There will be more "variants" and they will continue to scapegoat the "rule breakers" to generate more animosity between citizens in an effort to force compliance. Face masks are a visual reminder to keep you in a state of fear every time you go out and to further divide people along ideological lines. The media plays a significant role in maximizing the fear by lending credence to the charlatans complicit in perpetuating the fraud, namely key politicians and eugenicist Public Health quacks and other such frauds ('the priesthood').
However, all of this requires high degrees of compartmentalization within government and a Bread and Circus to keep the public distracted. Remove those two elements and the whole operation becomes unraveled.

Yeah it goes way beyond COVID. All of Western society is designed this way and has been since at least the 1950s.
Long before the technology existed, they had fully understoond the processes and methods of delivery. Constant, subtle, audible and visual suggestion etc. A method so powerful, so subtle that even detrimental ideas and ideologies will be adopted by the target audience, so fully that the victims will in fact defend to death ideas that are wholly foreign to them and antagonistic to their own well being.
Mental Poisoning by H Spencer Lewis is a great book on the topic. Written in the 30's or so.
