He does speak English and German. Both pretty good, actually (once held a full speech in the German Bundestag)

He used to work in East Germany under the KGB I think.

I think he prefers to use an interpreter because it allows him to control the tone of the message. He can get an interpreter with an authoritative voice if he wants it to be a serious message or a soft spoken interpreter if he wants it to be a friendlier message. Like the host of that clip said, he sounds a bit soft spoken when speaking English himself.
