This was a Bush abomination. May, 2008 was when it was supposed to be implemented. States have been asking for waivers ever since.

It takes less proof of residency to get a US passport, but the passport can be used for TSA purposes. If flying domestically, you can get the passport card that fits in a wallet. That's the card that works for mexico and canada without the need for the passport book.

This is supposed to apply to buses (Greyhound), trains (amtrak, commuter such as MARC in Maryland), and air travel. It will be interesting to see how they do the workaround for illegals. To get a real ID in PA, you need (1) some sort of ID such as birth certificate, unexpired passport, green card, foreign passport. (2) Social Security CARD. You know, the one that has "Not a valid form of ID" printed right on it. (3) Proof of residency - TWO of the following - valid drivers license, vehicle registration, proof of vehicle insurance, utility bill, W2, income tax form, lease agreement of mortgage documents.

If they really impose all of that, illegals should not be able to get any state ID nor be able to travel on commercial carriers. Of course, you know there will be exceptions made.
