She is correct. I live in WA also. We've had mail in only voting for a couple of decades now, and imagine that, no Republican's have been elected into any significant state positions. Back in the mid-90's, the Governor's race was so close that there had to be 3 recounts before the courts declared the Dem the winner by 300-ish votes. She introduced a bill, and within a few months, mail in voting was the law of the land.
