That's okay, I'll dumb it down:

She sent it back to the legislatures because there was vague wording in it. To avoid lawsuits being able to go through or cause injunctions, the wording has to be specific and concise. Hence her sending it back to congress to reword some parts.

I know your IQ is all of 45, but you should be able to understand that logic, yeah?

Do you think she's MAGA? I've gotta tell you man, I'm not feeling it with her, she's articulate, she says the right things, but I don't get the sense she means half of it. Compare that with MGT, I think she means every word that comes out of her mouth. That's why they want her gone, she's just a normal person, that doesn't eat babies, because she's not UNIPARTY. I agree though, that laws should be worded carefully...Where is Noem's statement about the fraudulent election? Desantis aswell?

She doesn't want them to ban transgender athletes from collegiate sports, because it will "cause conflict". Sounds weak to me.

Maybe what you're saying is true, maybe it's not, but you're putting your faith in the wrong race horse, and Noem WILL be the next Judas Pence. Count on it.

"Unfortunately, as I have studied this legislation and conferred with legal experts over the past several days, I have become concerned that this bill’s vague and overly broad language could have significant unintended consequences," Noem wrote.

"I am also concerned that the approach House Bill 1217 takes is unrealistic in the context of collegiate athletics," she added, writing that banning transgender athletes from collegiate sports would cause conflict with national college athletic associations.

Republicans in the state legislature who supported the bill called Noem's effort to force them to make changes to the legislation "inappropriate."

So basically I'm vetoing because I think you're being vague, but I won't specify what exactly is vague about it. Also, don't ban transgenders from college sports, that'll cause conflict, and we can't have that.
