Many probably have a rap sheet a mile long now, but unlike criminals who commit crimes using premeditated thought, many homeless crimes are mindless because most are quite literally insane.
Ever see Attack On Titan? Most homeless are just like Titans who may murder humans, but they dont know or care thats what they are doing.
Id wage probably 70-80% of homeless would be better in a mental hospital. Locked away from society but receiving drugs or treatment. Yes at a cost to tax payers, but it would keep our streets cleaner and communities safer. Id argue we need to bring these back and consider it as important as paying for fire departments/etc.
Then maybe 15-30% are only homeless because they are drug addicts. Although the insane can also be drug addicts, the difference is if these people werent drug addicts they probably could lead productive lives. This is the group should that be policed and jailed as necessary. Violent drug users/abusers/etc. Depending on severity or willingness Id argue some could be rehabilitated. Those people exist. But maybe only half this group probably needs to be in jail.
Then there is the Negligible%-2% group that is quite literally just a normal sane person who had the worst fucking luck befall them, one thing after another. For these people, non profit groups churches and local communities can easily help.
Beggars usually arent homeless" they are just scumbags.
They have a scam, and go home to a bed every night. Some might be high class scammers (drive their own car, own/rent home in their name, etc.) While others might just be lazy and mooch off friends and not really homeless per se as perpetually couch surfing. Which I think is different from being homeless.

As for the sympathy stuff, there's homeless people EVERYWHERE where I live. The ones that aren't crazy are just lazy or criminals.
The people down on their luck aren't usually vagrants. They sleep in their car or let shame keep them from jacking off in public.
I've seen enough homeless people to know that I'm 100% right about this.
