First, IQ is just a test. If you are referring to people that are retarded, mentally impaired, brain dead, in a coma, blind, deaf, or any of the other many reasons why they might score low (or not score at all) on an IQ test, then there is a perfectly good reason for this. Man is cursed with death & disease. We are all deteriorating as a people. We are not pure as we once were. Not everyone is born equal. Some are born stupid. Some are born disabled. Outside of that, we are all humans and we all have the same potential.
Second, IQ tests depend on a lot of things. They are good indicators for a lot of things, but they are not good for determining that future generations are inferior. Backwards people as a group will always score lower on these type of tests, but it doesn't mean their grandchildren don't have the same human potential as others. They likely won't, because their people have put their selves in a situation to remain backwards. Napoleon introduced Chemistry to the people of Egypt (a former powerhouse of humanity), and they dismissed it originally as devil work. He introduced basic inventions that were in widespread use all over Europe, which they weren't able to conceive. Now look at their people. Very well advanced, with brilliant minds all over.

I do think it was brought up in modern times for that purpose, but it is certainly derived from Chinese history and refers to ethnically Chinese people. If anything, it reinforces what I said earlier about China's government being prejudiced against other Asians, since among those excluded are Mongolians, Vietnamese, Laotians, and to a slightly lesser extent, Koreans. There are some phenotype variations that are subtle in those groups, but differences are the most noticeable in Laotians.

I've been to china. And I don't think they're as polite as filipinos or thais. They are a very warm and inviting, friendly people. Sure there are assholes but that's everywhere. Overwhelmingly ordinary nice kind people like anyone else.
I visited Changsha, in Hunan Province in around 2008 or so. A city of something like 6 million at the time, and I had never heard of it! Anyway, we had some time, so walked around a few blocks and visited a few stores.
For some reason, there were groups of small schoolkids in their school uniforms out on the street, maybe 7-8 years old, out with their teachers. A few came over to us, smiling a little shyly. They looked up, said "Hello!".... we said hello back, and they giggled and ran off! A few others did the same, clearly finding it fun that "hello" really worked! It was just charming.
Their downtown streets had fairly new signage in both Chinese and pinyin English. They were proud to have English on their signs, seeing it as a sign of economic progress. I never experienced a trace of "hate" from anyone I met there. Quite the opposite.
I'm not happy with either our government, or the Chinese government, but the individuals I've met are much like people anywhere. Obviously there are significant cultural difference, but I would never say, "...Chinese people hate everyone".
