This type of coercion is common in the military. It isn't called mandatory fun for nothing.

Yep. Call their bluff. Half of the time they won't carry through with it because they're too apathetic to do the paperwork.
In my last legal office we typed up the paperwork for commanders and first sergeants. Annoying but it made it fast for commanders.
I don't think you're going to find very company commanders or higher that type up their own paperwork period. That being said, you're also not likely to find many company commanders who're actually going to recommend UCMJ for not taking the COVID vaccine. They don't do it for flu now.
