Should have Chief Merit Officer! I don't give a rat's arse, if you don't have the skills or abilities then you don't get a damn thing. Your skin color nor chromosomes should have nothing to do with job advancement or placement with two exception - currently pregnant or terminal ill for which both of these should be taking time to relax.
