Not sure where you're getting your data points from, but you should go to coastal Commiefornia. It is amazing how the people there have bowed to their masters. Everywhere you go people are wearing masks. Everywhere. By themselves out for a walk with nobody around. Riding bikes. Driving in cars (both alone and with others with the windows up). Everywhere. Everyone. People would cross the street to passed me on an otherwise empty sidewalk. That place is quite literally Orwell's nightmare come true. Coastal Californian's LOVE their masks. I moved back to Texas.
Here in the south bay it's about 60/40 in favor of no mask outside. Of course they call the cops on you if you go maskless in the supermarket, but I've walked past cops outside, no mask, a few times and they've never said a word to me.
