The way they're fully wrapped up in those emergency blankets, seemingly arms to the side or on their chest, fully covered head to foot... They look like cadavers and I don't know anyone that sleeps like that.

Yes, it’s very good at retaining heat. I also think they’re pulled over their heads because the lights stay on 24/7.
I was thinking they might not be able to roll over they would get a breeze when the paper lifts up.
And the foil over their mouths and noses, is that because they are cold, too?

Yes. Have you ever camped in the winter? You quite literally pull the sleeping bag up over the nose and exhale into it for warmth.
Also, these “blankets” are designed to retain heat without being thick and bulky. It’s not foil like tin foil from the supermarket.
