The art all looks the same because its based off the same off-the-shelf animation renders. Same reason all the stupid instagram ads look the same; they're all done with the same cheap, easy software like Canva and others. ZERO CREATIVITY. HIVE MIND. It's not even on par with graffiti, which at least requires you to wield a damned spray can.
While like 99.9% of graff is absolute garbage, if you watch the guys that really know what they're doing work the amount of technique on both large and small scales is really impressive. I've seen graff artists do "glitch" style with hand drawn macroblock artifacts, comic style halftones, and all with nothing more than like a straight edge, paint, and caps.
It's a hallmark of communist regimes, Eastern Europe suffered the same under the USSR, both in architecture and actual artwork. Granted, it was not as bad as this, but it was still a fall from the art of the day.
