Michael Douglas got the bright idea to capitalize on the hysteria by making the film One Flew Over the Cuckoo's Nest, released in 1975. The ensuing pressure on state and federal legislators from retarded soccer moms and ACLU commies was more than their pansy asses could bear, so they passed a shit ton of laws turning all these nutcases loose.
