Nah, they're giving 70,000 per illegal alien border hoppers. 86,000,000/1,200 = ~70,000. More than the average household income. MUCH more than the 1/4 piece of pie that was the "covid bill" that gave everyone the promised ~2000~1400 that was barely affordable.
