You can see the same guy 20 minutes into the video still wandering out of the store. One person on youtube said that he knows him, guy works there, and he has a diminished mental capability. Judging by the footage it seems to check out.

I went to sf to work on a construction job. First day get orientation meeting and guy has says " unfortunately in today's climate we have to talk about active shooters. We've had 2 people shot in our job sites in the last year. One was a security guard who was shot and killed while facetiming his with his wife. The other was a employee that was shot in the leg. So if you see a active shooter, try to wrestle the gun away from them and if they shoot you and you die we'll build a school in your name. "
Me and my partner looked at each other and started laughing. Shook our heads and said. "That ain't happening. "
I kept an equalizer on me while i worked there. to say I was safer working there than those guys standing around having a conversation as guy is still shooting inside. No survival skills detected there.
