The problem with businesses is liability. They're always trying to dodge some idiot trying to sue them for some imagined crime or whatnot. The bigger the business, the bigger the potential payouts. Guys like these are targets.
All the vacation destinations are requiring masks, all the cruise ships are requiring that and vaccine passports. The world's going to COVID-1984 hell.

Carnival said they wont require you to be vaccinated. They own a bunch of the cruise lines.
