She always laughs at really inappropriate times, at really inappropriate things. Probably a bit of a narcissistic/sociopathic behavior going on, because she can't relate to normal people and what they're going through.
It seems to be some kind of nervous tic. When she has no answer, or can't give her honest answer, she goes into that bizarre villain laugh to try to deflect. You'd think a politician at this level would be better at lying and giving people the runaround, but I guess this is what you get when you sleep your way to a position way above your mental ability.
Yeah it's definitely some weird NPC programming she reverts back to whenever she's out of her element. She's probably just trying to break the ice and add a little levity, but that just goes to show out of touch she is, or like you said, she'd know better than to respond to such a serious issue like it's a big joke.
