She always laughs at really inappropriate times, at really inappropriate things. Probably a bit of a narcissistic/sociopathic behavior going on, because she can't relate to normal people and what they're going through.
It seems to be some kind of nervous tic. When she has no answer, or can't give her honest answer, she goes into that bizarre villain laugh to try to deflect. You'd think a politician at this level would be better at lying and giving people the runaround, but I guess this is what you get when you sleep your way to a position way above your mental ability.
