The way I understand it is that she wanted the language revised because the current way it is written is not enforcable. Something along those lines.
I equate it to when Matt Gaetz voted against an anti sex trafficking task force and his explanation was that instead of funding an entirely new force from the ground up, expand current measures and agencies that are already doing it was the better option.
From her own words, South Dakota would've been singled out and punished according to the bill's current language. One viewpoint of this statement is that she backed off and is willing to compromise with the enemy due to threats.
