DC should be reduced to an autonomous city for the Mall only (no permanent residents) while the rest should be made Maryland again. Agencies should be distributed across the country and each letter agency HQ should rotate on a 5-10 year basis to another regional office to avoid it gaining too much power.

They don't have Senators and Congressmen because it was assumed that the people in the district would already have power without formal representation.
