The threat of the bill is the complete collapse of our election system. Almost all of these rules are written that provides Democrats with unlimited power in rigging future elections. Our elections will no longer be fair if this passes.
Article 1; Section 2 and Article 2; Section 1 make it crystal clear that State Legislatures set voting laws. There is no ambiguity.
I actually want them to pass HR-1, because it forces the Constitutional showdown that gives us a chance to fix this somewhat peacefully. It's one or our better possible paths.
States can still nullify most of these...if they have the will, of course. That last part is where everything always seems to crumble. The federal government can't tell states how to run an election and the Left ran around reinforcing that fact last year. (I know, SCROTUS and the Constitution doesn't matter anymore, but the states can still do what they want...if they really want to.)
If we didn't have a civil war yet, this isn't going to do it. Besides, there will be some liars at the state level that will talk a big game about nullifying these maneuvers to try to quell the angry masses. That will keep the Patriots in check long enough for the legislators to take a pass and people to go back to work and family and getting screwed even more by Commies. By the time the dust settles and nothing was done, any chance of any type of resistance will have passed.
I also keep falling back on the fact that we can't even get most people on our side to take off the masks as a form of "revolt." It's making quite a jump to think these same people are going to start shooting and hanging the tyrants (as our forefathers would have demanded be done.) We watched an election be stolen, SCROTUS nullified and the Constitution shat upon. We're watching overlords plan to forcibly inject as many people as possible with poison and prohibit those who don't from receiving services. Not one Leftist has even had a sleepless night since at the very least. Unfortunately, I don't think we're going to get too many people joining a civil war.

Trying to undo the fraud of an election is a long process I believe. I think the 1877 compromise is proof of that

yeah and if DC tries to take action on it, I believe that it will lead to a Civil War (consider state NG's and We the People).
