I'm guessing LE gave him a partial strip down both to check exactly where the blood was coming from (in case a tourniquet was needed to get him out of there alive) and removed his shirt to make sure all that bulk under there was just fat and not an explosive vest. Shoes/boots may have needed to go because he was kicking at officers.
