Because one is a "random" attack where it doesn't matter to the killer who the specific individuals are they're killing. As an example, they just decide they're going to shoot up a movie theater without knowing who will be in that theater. And they're more rare. Gang related shootings are targeting specific individuals and are extremely common. Gang related shooting are commited by a different element of society than those "random" shootings are. If you still can't get it, or if you don't have the numbers to differentiate the two, I dont want to go back and forth anymore. Thanks.
