For example, in a section of the bill, which said that someone had to be in the sport of their biological sex, she proposed adding that it can be biological sex as stated on their birth certificate, but South Dakota law allows you to change your sex on their birth certificate, which would end up allowing trans people into the opposite sex sport if they go through that process still, which defeats the purpose of the bill entirely.

Forced by who? Who is forcing her to not sign this bill besides the establishment who don't want this bill? I could bet right now most of her constituents in South Dakota want her to sign this bill to make it law in South Dakota, but she's caving to both the political establishment and sports establishment (NCAA, etc)
