I don't think its gaining steam, rather, its indicative of people ignoring their local elections. Evanston's city council voted 8-1 on this . . . thats 8 people who need to be voted out. Municipal elections don't require millions of votes or billions of dollars, they require a dedicate individual willing to put in the legwork.
