It worked for Scientology, the only organization I know of that stared down the IRS and won. They just deluged them with lawsuits until they finally relented and gave them tax exempt status, waiving their billion dollar back tax bill. They might be nuts, but they showed what a group can do if they don't back down and move in unison.
That would be incredibly stupid for health insurance companies. White men pay more, they are more healthier, and they don't abuse the system as much as minorities. The only plus out of all of this is that the company can abuse minorities by denying claims easier.
