That's already the case. The vaccine has not gone through the years of clinical trials required for FDA approval. It's still considered an experimental vaccine for voluntary use. It's against federal law for employers to require their employees to take an experimental drug.
I know a lot of cruise lines are incorporated outside of the Untied States for tax reasons. Looks like Royal Caribbean are incorporated in Liberia, although their corporate HQ are located in Miami.
I'm not a corporate lawyer, so I have no idea how that all works out when it comes to requiring vaccines.
