Kinda, but the point is that they get the majority to opt in and that normalizes it. Things don't switch back easily.

(BIG IF) if they were intellectually honest,

they have to argue the logic is flimsy and abortion should not be allowed

they admit they can't force an experimental vaccine on the citizenry
