Not a good quote when you consider how much the peaceful white Christian culture has totally reshaped the entire world.

Orson Welles' quote is the logical fallacy of false equivalence... cherry picking a time and a place just before the Industrial Revolution.

Welles was being flippant in a sense when he spoke this dialogue to Joseph Cotton and as a way to soften the blow of his revealing to Cotton, a childhood friend in the script that Welles was a rogue. Supposedly Welles ad libed the scene, one of the most notable of the movie.
