There are five actors in the Vegas Shooting.

Mohammad Bin Salman (MBS) Now, he's the Guy in Saudi Arabia. At the time of the shooting he was the heir to the kingdom. He's supposedly a moderate and good guy.
"Dopey" Prince Alwaleed Bin Talal. (PABT) He's up to his eyeballs in George Soros and Islamification projects in the West. He is a seething Trump Hater. He owns the top four floors of the Mandalay Bay.
The assassins.
The Alphabet Agencies. (ABCs)
PABT organised a band of Islamist assassins to fly to America and assassinate MBS. MBS was staying in the suites above those booked by Paddock, the ones that PABT owns. The plan was, acquire the weapons at the last minute in case Paddock was a honeypot (he was), go upstairs and assassinate MBS, then fire on the crowd from the hotel and escape or get 72 virgins in the chaos.
Paddock launders his money through gambling, so he lives at the casinos. He brings in a stack of heavy machine guns. He also brings one loaded revolver. This is his personal weapon and one preferred by this sort of criminal. A revolver is small, concealable and can shoot from a jacket pocket - whereas a pistol with a slide will jam. He's asked to bring ammunition and explosives. He does, but he leaves all that in the car because he's not an idiot.
He meets the assassins in the room. They handle the guns, check they're functional. They have brought their own ammunition. "Oh, shit" moment for Paddock. They shoot him, then go downstairs and bring up the rest of the ammunition from the car. They open the stairs to access the top floors. This is the door alarm that summons security guard Campos. Campos crosses their path and incapacitated.
They go upstairs to MBS's rooms, he's not there. There's an "Oh shit" moment for the assassins. MBS is actually across the road at the Tropicana dressed in western clothes, enjoying some anonymity (https://www.youtube.com/watch?v=Rd-qz6ei-UM&ab_channel=KPCC). This is how we know Campos is incapacitated at this point - if he wasn't, they would lay in wait for MBS, instead they now have a missing security guard and so are on a timer. So, they go to Plan Part B. They go back to Paddock's room and start lighting up the crowd.
Now, there's an "Oh shit" moment from the ABCs. They didn't account for this part of the plan, and Paddock was their guy, so they're implicated. They try to respond, but it's a clusterfuck and the assassins slip the net.
Then after creating chaos in Vegas, the assassins dump the heavy weaponry in the room with Paddock and flee. They most likely escape across the border and fly from South America, the same way they got in.
The ABCs take over the crime-scene and investigation but Local LEOs are already crawling all over it. Trump is called and it's basically the same casus belli that lead to Afghanistan. Here you go President Trump; assassins, directly tied to the Saudi Royal Family, firing on US civilians. Looks like another war in the ME. The ABCs suggest pinning the entire thing on Paddock instead and then putting the entire thing down the memory-hole. Trump agrees.
I believe this is the most likely explanation based on the otherwise inexplicable actions of Paddock if he was actually a solo shooter. When have we ever seen a shooter from an elevated static position use multiples of the same weapon? Much easier to correctly set up and sight one weapon, and maybe have one spare or several barrels. Why does Paddock wear gloves, but no hearing protection? Why bring the revolver? How does he get a gun over his body after he's already dead? Why do people report and prove acoustically that there were multiple shooting positions. Who are the multiple meals for on the meal docket? Why leave ammunition and explosives in the car when he had plenty of time to bring it all up to the room? Why shoot at fuel storage tanks in the vague hope that they'll explode when he had time to do the research and calculations on this (he was a professional gambler remember - a stats man). Why give his wife $100k, but not the rest of his assets if he's planning on ending it all?
I believe this explanation is also borne out by the events that come after. The entire investigation was hushed from the get-go, but someone intentionally leaks the crime scene photos (probably a pissed off local LEO). We are yet to see 95% of the CCTV. Paddock's brother starts getting mouthy with the press so the authorities find CP on his computer (classic CIA). Campos goes MIA for a few weeks, then he pops up on a bizarre interview on Ellen (Mockingbird) with his ABC handler and no audience. Unfortunately, MBS later kills CIA asset Kashoggi and the Deep State turns Mockingbird against Trump's new ally and the DS uses the cover-up to lean on Trump for the rest of his presidency.

So I googled what you wrote here and started to read some stuff and came across Joshua Ryne Goldberg. Never heard of him or what he did. But it is interesting in a weird way. He's what I cann an 'agent of chaos'. I work with a guy like this who takes an extreme side and if everybody starts agreeing with him, he changes sides from his original argument. They just want to be in an active argument. I know it's off topic for people here, but what causes that? Seems like there are a lot of 'agents of chaos' out there potentially.....
I've been called an agent of chaos pretty often. The last time was at a city council meeting.
I probably picked up the idea as a kid from the Bugs Bunny cartoon French Rarebit where the French chefs are trying to eat Bugs and he plays them off eachother till they go crazy. I'd say I use it as a tool for social engineering.
I've found it useful for getting people to voice their real opinions and sometimes reveal underlying motives. At that city council meeting, I used it to get the city council flustered and off script while emboldening the citizens to express their complaints.
As to your co-worker, I've done similar, but as a means to get the truth behind a situation and then try to reach a compromise between parties that couldn't understand each other otherwise (management vs labor, etc.).

How do you learn to do that?
Ask people questions and really listen to them when they answer. People love to talk about themselves. If you seem sincerely interested in their stories they'll quickly open up to you even more.
Pay attention to how people interact with each other especially in unique situations. Observe how the people involved react and try to play the interaction back in your mind.
Get as much experience as you can from the real world. Media is not real life, and the stories people tell are always biased in their favor.
Some people love to argue for fun and will entertain many positions to that end.
