First amendment can't cancel the second one or any of them. Fucking retarded. There is another process for changing it and it's God damn near impossible to pull off. And new rules don't change anything. Chicago is still a shithole along with Baltimore, New Orleans, Detroit with gun violence despite all the rule changes in black communities.
