I have not seen all interviews of all “witnesses” so there may be even more than three cases of the “beautiful mountains” phrase than just the three times I saw.
I will check the conspiracy forums I visit to try and see if this is being discussed.

if it is a govt created psyop why wouldn't the government who is creating this not create it with an actually white guy?

Because it would take a lot more work & they simply don’t have to. The media, “community organizers”, “social media influencers”, & politicians will push whatever agenda they want hard & fast. Putting a genie back in the bottle is way to hard & they know that. Perfect example: many people still believe Trump said white nationalists/Nazis and antifa are both good people.
