Since microstamping does not exist on a single commercial handgun model, and is a fundamentally flawed, pointless, and even dangerous technology, this has meant that no new handgun models are legal for dealers to sell to citizens*. The roster was created before Kamala added that requirement, so models on the roster can be renewed each year. But, they are slowly dropping off as manufacturers choose to not renew the roster inclusion. There is also a law pending that will require 3 old models to be removed from the roster for every new model (with microstamping) that manufacturers add.
*Police are exempt from this roster, and many of the other laws in CA (10 round mag limit too, for example). CA effectively has made regular citizens second class to police officers. Why are police exempt? Because they're so much better trained of course! It's totally not a political move so police unions don't oppose these laws. Never mind that the purpose of the roster is ostensibly to protect citizens from unsafe handguns (like the ring-of-fire guns that we DID have problems with in the past).
