The appellate court held that Hawaii couldn't ban both open carry and make concealed carry impossible. This is a hearing en banc which is a popular vote of judges in the 9th Circuit.
This case will likely be a SCOTUS case but it is limited in scope. Basically if SCOTUS grants a hearing they could make it so state laws can't ban all carry. They could still charge a fortune or make you jump through hoops. If it goes the other way hypothetically the Democrats could ban carry nationwide.
They aren't banning carry nationwide. They are affectively affirming a Democrat scheme to ban open carry, and make concealed carry available only for people who can show "good cause" (according to the subjective opinion of the local Democrat sheriff or police chief) to need it. In most Democrat-run areas this effectively closes the door for all forms of carry for regular people who are not wealthy Democrat donors. You will never be able to demonstrate "good cause", no matter your circumstances, hence you have no right to "bear" arms anywhere except on private property where nobody can see you.
