Fixing shit is hard work. Fixing shit also means that next election cycle, you have to find some other problem to campaign on. Making people aware of each new issue costs money and time, which is why it's cheaper and easier to always campaign on the same issues endlessly. That's one reason RINOs hated POTUS Trump - he fixed shit and (a) made the RINOs look like incompetent fools in the process by fixing shit they dicked around with for decades and (b) forced them to spend money and time to campaign on new issues.
