Some things to note: Outside of actual combat missions or specific security details, soldiers 99.9% of the time have no ammo. They will carry their weapons for all sorts of events and will never have ammo. I won't go into more details for when they would have ammo, but ammo is very controlled. Military leadership fears locked and loaded soldiers running around more then you know.
