They can't. Schumer controls the Senate and there's no filibuster for executive appointments anymore.

Was Reid or McConnell responsible for this? I feel like it’s Reid but I don’t want my biases to talk lol

Both.

Reid got rid of filibuster for executive and judicial branch nominees (except for SCOTUS) in 2013.

McConnell got rid of it for SCOTUS in 2017.

This would've happened either way, without McConnell's actions though. And, I'm no big fan of the guy or anything, just saying.
