Why are you ignoring that she enthusiastically supported the bill and promised to sign it and only had a change of "thinking" after the bill passed?

As governor of a GOP controlled state she had every opportunity to be part of the process in crafting and guiding the legislation.

It really looks like sabotage to me and let's not forget that Noem has been weak on trans issues before:

she had a change of thinking when state lawyers said she'd never win a case against the NCAA if they just removed college sports from her state over this bill

you change your mind on things when you get information from people who actually know what the fuck they're talking about and advise you
