This exemplifies IMHO the core of white culture. In white culture if you are not doing well in life- it is your fault. In general there is little sympathy from other white people when you have a history of bad decisions that impact your lifestyle and earnings. I'm not saying it's right or wrong, but for the most part if you are failing it is expected that you take personal responsibility to improve your life and not rely on government handouts.
