Because it's bigger than schools. Because implementing school choice would implement competition. It would create a free market (or something approaching that). And if it worked, that would prove to everyone that free markets work better than centrally-planned government-run communist control. It could break the whole scheme.
School Choice being a bad thing makes more sense if you consider the possibility that TPTB are not interested in educating your children. Just as a mental exercise, just for a minute, assume that the government is intentionally mis-educating your children.
We are in a transition period. The communists took over education and started indoctrinating children. This changed the culture as the early children grew into adults, as intended.
