What do you mean "considering"? The police in Portland have been allowing this for a long time already. They can't clear out homeless camps because they're afraid of an Antifa riot.

They keep leaving out the drug addict part. These are homeless drug addicts and 99% of them are homeless by choice.
Since blue cities feed them for free, and provide them with drug paraphernalia for free, if they remain homeless
