The main reason this exists is because the government backs all the loans and they cannot put in bankruptcy.

This incentives banks to give loans regardless of the quality of the degree or likelihood of the course of study resulting in gainful employment.

Allow students to declare bankruptcy, and stop government backed loans, and banks will quickly start looking at what the degree of the loan applicant.
