It's for scholarships, not loans.

I think there’s some justification for scholarship for fine arts such as literature, music and art but less for student loans. I would consider fine art studies elective education. It would be like taxpayer funded loans for cars.

NO JUSTIFICATION exists for using other people's money for frivolous pursuits. Do it on your own dime.

Fine arts is not frivolous. It’s what separates us from savages. Mozart, Shakespeare, Monet, the Renaissance artists, etc are the hallmarks of civilization.
