Someone asked him a question about him pushing gun control and then he went on a 5 minute long tirade about infrastructure and children's drinking fountains in schools (nothing about guns).
Looks like he screwed up the coordination of reading the wrong pre-written response to the wrong question.

He said something about something being as easy as remembering your dog's name too. And he said he'd been in politics 120 years ago. Dude can't read the room if he's making age jokes. Not funny since he gets everything wrong all of the time.
