Someone asked him a question about him pushing gun control and then he went on a 5 minute long tirade about infrastructure and children's drinking fountains in schools (nothing about guns).
Looks like he screwed up the coordination of reading the wrong pre-written response to the wrong question.
Fucking sad.
This! I was assuming he was scripted for all of his questions but this really reinforced it. He was looking down at his notes the whole time and then when he got that questioned he stayed buried in his notes, while giving an answer that did not track one bit with the question that was asked.
